The President of the Republic, Mr. Abdelmadjid Tebboune, delivered, Wednesday, by videoconference, an address on the occasion of the general debate marking the work of the 75th ordinary session of the General Assembly of the United Nations, in which he particularly insisted on the need to accelerate the reform of the United Nations and in particular the Security Council.

This session is being held this year under the theme "The future we want, the United Nations we need to reaffirm our collective commitment to multilateralism / Addressing Covid19 through effective multilateral actions".

Addressing the action of the United Nations in the light of current developments, the President of the Republic insisted on the need "to accelerate its reform, and in particular that of the Security Council, and to strengthen multilateralism to face multiple challenges, such as poverty, development, disease, human trafficking, climate change and the fight against terrorism ".

The President of the Republic also recalled the doctrinal principles of Algeria's foreign policy, his support for just causes, Palestinian and Sahrawi, as well as his positions on regional and international issues of interest, in particular the crises in Libya and in Mali where Algeria is making significant efforts for their peaceful settlement.

He also reaffirmed Algeria's commitment to various international and regional issues and its action in the fight against terrorism for the achievement of sustainable development and environmental objectives, in favor of disarmament and the non-proliferation of nuclear weapons and for strengthen integration at the Maghreb and African level.

Internally, the President of the Republic indicated, in particular, that Algeria is "fully engaged in a new era, the day after a peaceful, civilized and blessed movement of the Algerian people, which will result in the organization , on November 1, 2020, a referendum on the revision of the Constitution which will lay the foundations of a democratic system and the rule of law, guaranteeing the balance of powers, respect for freedoms and rights and the moralization of public life ". Here is the APS translation: "In the name of Allah, Merciful and Merciful, Mr. President of the General Assembly, Mr. Secretary General, Highnesses, Excellencies, Ladies and Gentlemen, it is an honor for me to address to this august assembly, in the name of the new Algeria, turned towards the construction of a democratic regime up to the ambitions of its people who gave a most eloquent example of the defense of the values ​​of freedom and justice.

First of all, I would like to extend my best wishes to Mr. Volkan Bozkir, who is chairing our session in replacement of Mr. Tijjani Muhammad-Bande, who skilfully chaired the previous session, welcoming on this occasion the laudable efforts of the Secretary-General of the United Nations, Mr. Antonio Guterres.

The role and performance of our organization, created in the wake of a terrible human tragedy, continue to oscillate between success and failure, in the light of multiple and growing international challenges, which have exposed many dysfunctions in the order. worldwide, especially in the current health situation.

Mr. Chairman, Our faith in the need for a strong UN organization prompts us to reaffirm the imperative to advance the overall reform file of our organization, in order to improve its performance and strengthen its competence.

In this regard, Algeria reiterates its attachment to the position of the African Union (AU), in accordance with the Ezulwini consensus and the Sirte Declaration, calling for the need to quickly reach solutions through government negotiations. on the question of equitable representation on the Security Council, the increase in the number of its members and other related matters.

Since joining the United Nations 58 years ago, my country has worked to defend international peace and security by basing its foreign policy on the principles of promoting peaceful solutions to conflicts and non-interference in internal affairs of states and respect for their sovereignty and unity and the right of peoples to self-determination and to dispose of their resources We are proud today of the results obtained, which have shown that the sincere mediation of Algerian diplomacy has been decisive for the resolution of several thorny crises and regional and international conflicts.

It continues to be mobilized in the service of this noble objective, in accordance with the resolutions of the United Nations.

Based on this approach, Algeria has always worked for the rapprochement between brothers in Libya, inviting them to constructively join the political process under the aegis of the United Nations to get out of the crisis, in accordance with the will of the Libyan people and away from any foreign interference that would undermine its sovereignty.

Welcoming the two recent ceasefire announcements, Algeria calls on the parties concerned to put them into practice, without delay, on the ground.

Furthermore, my country is closely following the delicate situation in Mali, a neighboring and brother country, and aspires to a rapid return to constitutional order through a period of consensual transition devoting the will and aspirations of the Malian people to security, to stability and development.

My country remains convinced that the Peace and National Reconciliation Agreement, resulting from the Algiers process, remains the appropriate framework to meet the challenges of political governance and economic development in this brother country, with wise and sincere support from the international community.

Regarding the Palestinian question which remains for Algeria and its people not only a sacred cause, but also a central one, we reaffirm our unwavering support for the Palestinian people, for their just cause and for their inalienable right to the establishment of their independent State. and sovereign with El-Quds echarif as its capital, based on our conviction that its settlement constitutes the key to stability in the Middle East.

Regarding the question of Western Sahara, we deplore the obstacles hindering its settlement, in particular the stopping of negotiations between the two parties to the conflict and the procrastination in the appointment of a new UN Envoy for Western Sahara.

In this regard, Algeria calls for the application of the relevant resolutions of the Security Council, in particular the organization of the self-determination referendum in Western Sahara, postponed for more than 29 years, the appointment as soon as possible of an Envoy of the Secretary General of the United Nations, the relaunch of the negotiation process between the two parties to the conflict and the fulfillment of the aspirations of the peoples of the Arab Maghreb and Africa, for development and integration.

Mr. President, Algeria reaffirms its commitment to fight terrorism and violent extremism, being a serious threat to peace and development around the world, and calls for strengthening international cooperation in the fight against corruption and money laundering, by ensuring the implementation of the relevant international conventions, in particular with regard to the recovery of funds looted from peoples.

As part of its firm commitment to the maintenance and consolidation of international peace and security, my country actively contributes to international efforts in the area of ​​disarmament and the prohibition of the proliferation of weapons.

Algeria, which has always suffered from the harmful consequences of nuclear explosions carried out on its soil during the colonial era, is convinced that the final elimination of nuclear weapons remains the sole guarantor in the face of their dangers to Humanity.

Algeria pays particular attention to environmental issues and reaffirms its respect for its commitments expressed in the framework of the relevant conventions and deploys a national effort, despite its limited resources, in particular through the introduction of environmental aspects in general state policies.

By evoking the historical responsibility of the developed countries concerning this file, we reiterate our call for the reinforcement of the technical and financial support of the developing countries to face the environmental dangers which threaten them.

Mr. President, the Algerian woman who in the past participated in the National Liberation War and in the fight against terrorism continues today to play a central role in the nation-building process, a privileged role that Algeria has always taken care to promote, in addition to the particular interest accorded to young people and their participation in public life.

The difficult economic situation imposed by the Covid-19 pandemic has not prevented Algeria from continuing its efforts to achieve the Sustainable Development Goals.

To this end, my country is in the process of completing the establishment of a national framework relating to indicators for measuring the rate of progress in achieving the Sustainable Development Goals.

The 2030 sustainable development agenda will soon be introduced in the annual finance laws and a legal framework will be developed to boost and facilitate the work of all actors in this field.

Mr. President, Algeria is moving forward today with sure steps towards the consecration of the foundations of democracy and the rule of law and social justice, following the democratic change resulting from a peaceful, civilized and blessed Hirak which culminated in the organization of a presidential election in December 2019, which enshrined the sovereignty of the Algerian people and their freedom of choice and decision.

Despite the difficult health situation, Algeria has made great strides in recent months in the process of political and socioeconomic reforms to build a new, strong, secure and prosperous Algeria.

In this context, Algeria will organize, at the beginning of next November, a referendum on the proposed revision of the Constitution to lay the foundations for a democratic political regime which ensures the protection of rights and freedoms, establishes the balance of powers and guarantees the moralization of public life.

The choice of this date takes on a strong symbolism which conveys the high values ​​of fidelity to the sacrifices of the chouhada who paid with their lives the price of freedom so that Algeria can live free and independent.

Mr. President, I would like, finally, to appeal to you for unity and solidarity to transcend the differences and face the difficult situation the world is going through, to bring our countries and our peoples out of the risk zone. and to continue our march together towards achieving stability, security and development.
